This maybe a bit of a niche use case but I've been wanting to send clocking information to Mobius and to have it sync with Playtime 2 which is kind of an Ableton like clip launching external for Reaper but with Reaper features.
In any case I wanted Mobius to stay in sync with Playtime 2, which requires the transport NOT to be running in Reaper in order to work properly so I made a JSFX plugin that leaves the midi clock running and starts and stops with Playtime 2. You could conceivably start a loop without the transport needing to run and have it stay in sync when you hit play if the tempos are all set in advance. Maybe theres a way to go the other way with this too. I imagine that with a JSFX there could be a flip button potentially, will have to think on that.
